So the flat refurbishment was a breach of campaign funding rules and the Conservatives have been fined for breaking the law.
But in the report is something more sinister, yet entirely predictable.
Boris Johnson has been found to have lied to Lord Geidt during the enquiry by saying that the first he knew of the issue was in Feb 2021. Year the report found that Johnson was texting Lord Brownlow in November 2020 asking him for the money.
