No. I'm just trying to work out whether COBRA committee members would be required to return from their summer recess holidays in order to physically attend a COBRA meeting.

Yes, of course it can.
Should it ? Let's put it this way, if any member of government actually thinks that Zoom is in anyway a secure form of communication then they should be sacked straight away. If any member of the security service sanctioned using zoom for a Cobra meeting or any other security meeting they should be sacked and prosecuted.
