HARP was the early American study into High Altitude projectiles. Basically, it involved welding several stored 16 inch gun barrels together. If I remember rightly, it was based in Barbados.
Bull wanted to develop the idea further but the West didn't want to know. Hence Bull's skirting around embargos with "rogue" nations.
Incidentally, the Germans built a gun in 1918, that launched huge shells 75 miles into Paris. So the ideas go even further back. |
