If a network now incurs costs for allowing users access to their system, then they either pass on the cost or block roaming. There is now a legally defined border outside the economic area of the UK and is this something a government can enforce? It is roaming - full stop and part of the money making schemes the GSM standards allowed for. I wouldn't be surprised if all they can do is cap them.. not block them. However roaming charges were negotiated by the EU for the EU so this was always at risk. But we voted to be a third party. And that introduced the risk of a deal being struck that didnt replicate what we had in the EU. Because most deals don't cover things like roaming charges.
