I'd imagine because He/Cummings had a purge of the party prior to the 2019 election and most of the competent politicians went.
Brexiteers were given cabinet jobs and are unsurprisingly not very good at them.

Oh yeah, it's got a lot worse since Johnson has been at the helm.
I'm not saying they were great before that, clearly have been a disaster. |
