I suppose it depends on the Category of problem you're looking at really.

A Public Health problem yes then Covid is "the problem"

but Government's have to deal with multiple problems at once

So the other problem right now is the financial implications of Brexit and that's where the deal bits come into play because if we have no deal then the financial costs of Brexit will dwarf what the pandemic is costing us.

So that's 2 main problems at the same time that are interlinked.
