... as the leader whipped the MPs to abstain... however they defied him and voted against the Bill.

It’s essentially legitimising the tactics they have been using for years. If anything it means they are a little more accountable and actually record it.

Is that not part of it or am I getting mixed up with something else?

I read there was one which meant if a soldier was accused of something it wouldnt go to court?

Actually thinking about it..that may be the human.m rights one.
