If i understand the feature correcttly the system uses the mobile towers network just the same way as ur fone service provider knows where ur fone is if ur location settings are enabled then when u login and turn the feature on the site locates ur fone via the fone network

I'm getting good results with no GPS or wireless on

It seems to be based on your browser's location, no matter how that is obtained.
