Heels definitely, but as to the original question, it depends upon the rest of the outfit and where I am going, e.g. miniskirt and opaques great for shopping, longer skirt (knee length or more) then stockings or holds -ups become an option.

Stockings (preferably fully fashioned) mostly, hold ups sometimes if the skirt is too tight, and very occasionally tights if out in the winter.
As for heels, 4” when I’m out at night, 2” courts if out shopping in the day .... and 5” heels for that special occasion .... when I don’t plan on walking very far!
