Why do we say this when we clearly aren't?

'I don't have any chips, I'm afraid!'

Don't be scared. They are only chips.

Any other expressions that are daft?

I’m afraid — used to express polite or formal apology or regret.

Years ago I was told that Polite Notice signs are written that way because some people will read them as Police Notice and they'll carry more weight.

Makes some sort of sense I suppose.

In some circumstances, maybe. But not when it's on the back of a toilet door and is asking you not to put hand towels in the loo

I don't know, the police are clamping down on that sort of behaviour
