In't days of yore when we didn't live our lives online you'd smile at someone in a bar or nightclub, hopefully they would smile back if they liked you, then you'd get talking and take it from there, isn't it the same concept?

It means closing and opening one eye (usually left eye) quickly while keeping the other one open.
