It means a woman has recognised she's got feelings for you but doesn't want to act on them or get with you.

There could be many reasons. The most common one being hurt too badly in the past and not wanting any more hurt.

Maybe she hasn't got the time or attention to give due to family or work

Maybe she is frightened

Maybe she has .....
