Having only to see 4 myself, I would have to put

Heath Ledger as number 1

Joaquin Phoenix as number 2

Cameron Monaghan as number 3

And Jared Leto as number 999999999999...

I'm aware it's only childhood nostalgia, and that there have been better actors etc, however when I think of the Joker, I still think of Cesar Romero battling Adam West

It's a tie between Jack Nicholson and Heath Ledger for me.

Jack plays a gangster type Joker and I watched that Batman film as a child so it resonated with me and still does to this day. Who can forget the line did you ever dance with the devil in the pale moonlight?

Heath's Joker is the ultimate anarchist, as Alfred states some men just want to watch the world burn.

Haven’t seen the new film. I loved Jack Nicholson as the joker and never thought he’d be bettered but Heath Ledger was amazing as the joker. I think he just edges it for me until I see the new one.

Cesar Romero. All the others are just pretenders.

Mark Hamill by far, that voice is too iconic as it brings out the true joker that none of the others have been able to emulate. However with it being an actual kids cartoon they were truely unable to put across the sadistic and ruthless true nature of the Joker.

In terms of pure acting talent Joaquin Phoenix tops them all, but in terms of the Joker, he is not close. Not enough charisma. As much as I like the movie, it felt like it was mostly written as a stand alone movie with them needing the batman brand as a top layer like somebody said after the script was drafted to throw a bit of batman in there. He and that movie are way overrated though.

Cameron Monaghan is highly underrated and unknown due to his Joker being on a mid popular TV show. Personally I think he came one of the closest to being spot on as the joker, just limited by the writing of the show. Especially his first appearance as him, in the police questioning room. As a kid he did better than any of the others at putting across the joker vibe.

Heath Ledger does well at coming close and is well rounded but still falls short of the true essence of what the Joker is.

Jack Nicholson did well but I despise the Tim Burton movies so that has tainted my view of him.

Ceaser Romero it's difficult to compare because it was a whole other time and before the truely popular rebranding of Batman from cheesy tights superhero to dark brooding (psychological issues) batman brand that we know today.

Jared Leto... He was let down far too much by the style and vibe of that movie. He was one of the furthest from what the joker should be, yet I feel if he was more traditional joker he could have been one of the best.

Its unfair at times to compare some of them to each other as they all did well (mostly) with what they were working with (script, director, direction of movie etc). The comic version of Joker is so iconic that anything but that falls short, which is why Hamill comes close due to it being animation.

I agree it's hard to compare old time Jokers with the more recent ones because times have changed and so did movie effects.

I also agree with Cameron, Joker is a very hard role to play so for his age he did really well.

But Leto...that was just pure cringe...
