For starters define "kinky" OP - one persons "kinky" is anothers "normal" 
I also don't think it comes down to any particular region being more or less so than another personally - there are people open minded to exploring their sexuality across all regions |

Define kinky ? To some it might be anything other than sex in the missionary position and to others it might be wearing socks and sandals during sex.
