We have old laptop which has all out photos and videos on we are buying a new laptop what's the best and safest way to transfer from 1 too the other

You can connect them to the same WiFi and transfer that way. Or transfer them into a usb drive.

If you can afford it buy an external 1TB hard drive, you can put onto a USB stick but they are typically much smaller. You can back up photos to Google drive as well or the iCloud but not everyone is comfortable with that.

Good advice from all of the above.

My own; if anything is important (images, videos, documents) back them up onto two other devices, back up on a regular basis and keep one back-up device in a very random place in case of burglary*.

Cloud back-up is simply backing-up onto someone's remote server; can you guarantee that your stored data will always be safe, secure and accessible?

If your data is stored on your own local physical devices then it remains your own property.

*laptops, external drives, USB sticks are extremely portable and thieves love them, especially those acting on the spur of the moment.

Hard drive

Compress into a zip file and email them to yourself.

WiFi or Bluetooth.
