If someone was breaking a rule(s) would you say something to the person breaking the rule , if it wasn't harming you or causing you any issues? .

If it was affecting someone else who possibly couldn't stand their own ground for whatever reason, then yes I would have very strong words with the perpetrator in no uncertain terms

I think it would largely depend on whether I think the rule is a good one or not. The less I care about a rule, the bothered I would be by somebody breaking it.

If it potentially harms someone else then yes I would. If the rule breaking doesn't involve that then leave them to it
