I’m curious about people who list voyeurism as an interest and whether many are actually seeking the opportunity to watch, but not join in with, sex.
I like being watched and I’m wondering whether a kind-of cuck scenario would be fun (apologies if I’m using that incorrectly - I mean a power game where someone watches but isn’t allowed to join in).

I think you have described it perfectly - a mixture of voyeurism and cuckolding. It has the power play of cuckolding but without the need for a committed couple to be involved, it also has a strong Dominance/submissive angle to it as well.
