Offer to dance and sing for them. Within 30 secs they realise I’ve got bigger problems than they have.

They end up begging me to stop and forget why they needed cheering up in the first place

A drink and a meal is always the way to go. Phones put away and forgotten about is a must.

Tell them all the good things I like about them and why. Look for the positives in a situation they can't see yet.

Most importantly of all, I try to listen, prove that they matter to me.

Greatly depends on the person and situation if course

But generic go to is try to be funny, get my dogs around them (dogs are a great therapy) and try to get them out of the house, even if it is just a walk with the dogs.

I don't think I have a specific method for cheering someone up, i guess it depends on who they are and what the problem is. On my last "cheering up" mission, I took my friend out for a champagne balloon flight. I hated it, they loved it, so I think it helped.
