On the original question, pre sex kitten HarleyQuinn. She was just plain bats and lovable. But as usual female character have to be sexed up. They ruined Cassie Hack from Hack/Slash that way. Ooh there is comic life outside of Marvel/DC.
But if we are going for sexed up comic characters at no.2 Empowered a super heroine with self doubt, body issues and whose super suit if ripped fails and falls apart leaving her to be tied up by villains (was this that subconsciously started my interest in BDSM!)
At no.1 Vampirella in her various incarnations, so wrong, so right, so gothic.

If I'm choosing between those two, Catwoman wins. Harley is hot in her way, but Catwoman wins pretty much every time. However... if we open to gates to the rest of the bat-villains, Poison Ivy takes the crown(of thorns).
