"Ok both answers not really very helpful but thanks lol "
Like any piece of art, the individual piece of work and it's placement will dictate how good it looks. Although personally I'd say chest... as you'll need to get your tits out to show it off

"I have sleeves & I'm going to get a chest piece eventually.
Why does it have to be one or the other?"
Because I have to start with one or the other first |

Why?
I imagine a sleeve would suit Theresa May better than a chest piece whereas the opposite would be true for Esther McVey.
It really is specific to the person as well as the ink design itself.

I'd start with the design you like, or is most complete, and start there.
I have a half sleeve that I love and can show when I choose and a backpiece that I occassionally show off.
They're not subtle pieces, but make me no less feminine, in my opinion. |

If I had to choose one i'd say sleeve.
Chest pieces are harder to cover unless you like wearing polo necks.
Alternatively a leg sleeve is very nice........
