The US government did a study to figure out why the head of a man's penis is larger than the shaft. After $250,000 dollars and a year, they decided it was to give the man more pleasure during sex.
The French government did not agree so they did their own study, After EUR 500,000 and 3 years, they deduced that it was to give the female more pleasure during sex.
The British government did not agree with either, so they did their own study. After £76.45 , two weeks and a case of beer, they figured the head was bigger so the man's hand wouldn't slip off and hit him in the forehead!! Now THAT is engineering!!

Every penis is kinda different and so is the the Human Head - Could you Imagine if God/Nature had designed the Wrong Head !!!
