"I’m decorating my entrance hallway and up the stairs. Should I paint the walls or hang wallpaper? I’m useless at house design.
As in what order or the choice of one or the other?"
Good question. Always paint first. Emulsion ceiling then walls, then gloss or stain woodwork.

Most people go with paper down the stairs wall as a feature wall and the rest painted, only problem with that is if you carry anything up or down stairs and catch the paper there's no way to repair it properly |

Depends on the condition of the walls
If they're showing their age with a few bumps and things i'd go with good preparation filling any cracks etc (no pun intended) and paper the walls and emulsion them, if you wanted to put a patterned paper on one or more walls think about the size of pattern and the drop/joint when papering
Halls, stairs and landings tens to use a lot of materials because of the heights at certain points
