A long time ago you could phone verify someone ...now that's no longer allowed (not sure if that option is still listed on the verify page)

Not at all - for anyone that is unverified it's an indication they've at least made that first step of effort.

There may also be site functions that you can't use unless you are photo verified but I forget what they are
