Most drugs. Why should any society dictate what an individual consumes?
They can regulate what you are restricted from doing with an impaired mental/physical capability.
Ie
no driving
Oppererating heavy machinary
Making critical decisions
No working whilst intoxicated
But that applies all the time. We don't ban eating a footlong hot dog, but we would stop you driving whilst eating one.
