The answer to this is quite simple. It's because you're not looking for it, or to be more specific, you're concetrating on getting to a pump, filling up and not going over the price you're willing to pay, paying for the petrol and getting on your way.

Chances are you barely even glance at the other vehicles on the forecourt. Next few times you get petrol or are driving/walking past a petrol station have a quick look and you'll notice a taxi from time to time
