Since the closure of many public ones, the private ones have mushroomed..

Whoever used to make the huge range of older public ones hasn't been replaced by community spirited souls - many of whom want to benefit from the service but don't contribute. I've no clue how people used to do it, unless business owners were in on it etc, as with clubs. |
