This means Local Authorities have a duty to offer emergency shelter to anyone rough sleeping.

SWEP will be activated in any area with severe weather. This is probably 99% of the country at the moment.
If you feel comfortable doing so, you can also encourage the person to speak to a support worker, or contact their local council / homeless charity.
They will know how to make arrangements for overnight shelter.
