You are photo-verified only - but you have to be meet [or cam] verified by other members in order to do verifications for others.
This is an effort to prevent fake verifications.
And FGI - the first veri's were done by Admin - off those known to them - by meeting.

If the other person is verified OP get them to verify you first, then you can verify them.
If neither of you are verified - best bet is one of you pop into the chat rooms and get webcam verified and you can then verify others  |
