I have some very interesting cylinders of various sizes, a vulval sucker and a rosebud cylinder.
Acrylic with proper vacuum connectors and electric vacuum pumps. The vulval cup is contoured to ensure a good fut.
I'm currently refurbishing the pulsator on a new device that has electrostim capabilities, and a continuous drip feed line for lube.

That's an affirmitive, although most of the enlargement is likely to be due to concurrent use of oestrogen creams as a lubricant.
The vacuum effect is temporary, but great fun.
An American friend is into male 'pumping' and has timer controls etc. and swears that it has caused enlargement.
