I think you can with telegram messenger.

It's multi platform so works on phone tablet and pc.

Not on whatsapp, probably skype you can, or whatever app works on your tv.

You could do it with screen mirroring, the Chromecast would work for this but any other screen mirroring should too.

I've used it to film my partner in doggy then she can see what I can see live on screen, it's pretty hot
