While some who do things like forget passports are all their own making, as someone who has been stuck in traffic on M25, it is not always the persons fault for being late.
Some airlines are more accomodating over these late arrivals than others. Also varies according to airport, small European airports generally are very helpful in this regard. Helps being quieter.
