I was at the bar once waiting to be served and got chatting to the guy standing next to me.

Fred has had similar on two occasions that I can think of, the first was many years ago before swinging was even thought of, and he was doing some work for a friend of my Sister's and she offered to pay him in kind, he refused and it was quite awkward after that as he was stuck there painting her windows for the rest of the day. Had he of taken her up on the offer that would have been the end of our relationship
The second time was more recent about 18 months ago, it made him feel very uncomfortable and he left the pub early, came home and told me all about it, now I would have been quite happy had he accepted the offer of the blow job, but that's not him at all.
Paying someone a compliment shouldn't be seen as offensive but putting huge sexual undertones to it is probably uncalled for unless you have an existing flirtatious connection. Given the recent headlines about inappropriate behaviour then I'd be extremely cautious about what I say, especially in a work place.
