No, you can't buy a peerage. Only the Queen can bestow that title upon you or it's a hereditary title.
If you were to buy some specific land or part of land, there's some sites where you can buy a part of a forest, you would become Lord/Lady of something.
Example, Dave Smith Lord of (insert place name).
