Up to them what they look or do on their phones... people are entitled to breaks. Infact I was on here on mine. Not a huge deal. 
As for being on fab, it has nothing to do with employees or management Last I checked.  |

I occasionally log into Fab while I'm on my unpaid breaks. I use my data on my phone and not works wifi. I don't see why it matters however i know i would be sacked if i was found out but i only look when alone. |

I'm at work now... I have nothing to do and I'm working on my own most of the time. I just don't use work wifi lol
It doesn't affect my job at all and when I have to do something I close the page lol.
Just so happens that today I've only done 2 jobs so have been chatting on here to kill the boredom whilst doing nothing. |

It would be far better for employees to lock away their phones and spend time googling cats on skateboards during work time 
If you caught me on Fab, I would ask why you were staring over my shoulder...
It is better that an employee is focussed on work when work needs doing, rather than pretending to be busy just to appease the boss.
Incidentally, I Fab at work. I also work when others Fab. I can be expected to work any time, all hours and am effectively on call out 24/7.
And I'm no legal eagle:
Verbal Warning.
Written Warning.
Performance review.
Disciplinary procedures.
So unless you have a blanket no phones in the workplace policy, I would look forward to the tribunal.
