Virgin and Sky us others are blocking Kodi so looks like the legal wifi streaming is done

Although... I'm not sure the Kodi are being shut down, just some of the plug-ins. There will be new ones along to replace them. Also, if you must use illegal streaming services, consider a VPN too.

Kodi is perfectly legal to download and use. It's the third party add-ons designed to give access to premium content which are illegal.

Exactly. Kodi not being shut down. There's always one to replace the old one
