I'm trying to verify someone Ive met but it's not allowing me , any suggestions

You need to be verified by webcam, or meeting someone who is also verified.

Photo verified doesn't work that way

You cannot verify someone if you have been logged on via the same WiFi I believe - to stop people self verifying.

Someone just said web cam will do it.

I didn't know that as I've never been on Webcam. I was just wondering how it would work if 2 people met but were both unverified.

Technically not wrong. The site picks up on IP addresses and will not allow people to verify others on the same IP, however, the poster has missed the fact that OP is not meet/cam verified and so this trumps all other possible reasons as un-verified users can not verify others
