I lost a jumper in a guys house once and never went back for it. I was gutted Cos it was my favorite but i just couldn't face it! |

If it is someone off here post a status.
If it isn't, see if you can charge it. If you don't have a charger, take it to an Apple shop and ask if they mind you charging it for a bit, explain someone left it at yours at a party and you're hoping they call it.
If the owner doesn't call in a week take the phone to the local police station. The police can get into locked phones to find the owners or to call people in the contacts list etc |

If I know the network they are using then I just hand it in to the appropriate store. I'm assuming they can check their database of registered IMEI numbers and locate the owner that way. |

The police won't do anything unless it's related to criminal activity. Too many lost phones every day to start offering that service.
Not sure they could unlock a phone themselves either. The FBI couldnt hack a terrorists phone not long ago, which lead to an argument with Apple about an individual's privacy vs national security. |
