No. No amount of blocking will prevent you from seeing someone posting jot pics or on the forums.
Blocking simply stops the ability to view their profile or message them.
Perhaps admin can do something funky in the forums if the issue between two people is so bad but I doubt it.

Yes.
There are a few on the forum that I have blocked, I can still see their posts, I can still quote their posts if I wanted to. |

Yes you can. Blocks have no effect on forums or hot pics.
That being said trying to bypass the block by talking to someone through forums is not allowed. |

Forum threads wouldn't make any sense (not that most of them do anyway!  ) if all the replies and responses from people you've blocked don't show in them.
Sadly we all have to put up with and sift through all the crap that we all post - mute functionality would be awesome though!  |
