The mere fact your asking suggests you're a tea philistine
Milk first prevents the leaves flavouring the water correctly if the bag is in the cup....of course pouring brewed from a fine China pot onto milk is fine.
Boiling water burns leaves.

Milk first was only ever done by people who had poor quality china, they had to put it in first to prevent it cracking but the correct method is at the end!
