No, they shouldn't. Better to suffer the trials of shopping with them than come back to find the car gone with the kids in it, the car still there and no kids in it or the car on fire with the kids in it. Small odds but not worth risking

What do you mean by "shops"?...

I'm pretty sure she wouldn't have left them there for an hour, she probably just went to the cash point...

You know....before calling social services on her like what was suggested above..

I believe in eliminating the root cause of the issue.
