To me/us it means hey I like the way you look, what your profile says, and could be interested in friendship or beyond. If you wink back then I would try to message you and start a conversation.

 this. And I guess this was the whole point of a wink originally. Used in its purest form, as an initial 'flag' of possibly interest, a wink could be a really useful tool.
But sadly it's not seen that way by most now so I don't use them. At one extreme you have the 'winks are lazy and I want a unique piece of prose specifically hand-crafted for me or you'll be blocked (but if I don't like your pictures I'm blocking you anyway however well crafted your message was so a wink would actually have been suffice)' school of Fab, at the other you have the 'I've been winked so now I'm going to continually harass them and wear them down and get arsey if they don't want to meet based purely on an initial gesture of possible interest' school of thought.
So a good idea but generally poorly used.

I use them in the same way that I use a cheeky smile at a club.
It's a way of letting you know that I like what I see so far and would like to get to know you better, that's if you like what you see also.
