That wouldn't work unless the 3' person had legs 2' shorter than the 5' person. And the 5' persons legs have to be no more than 1' otherwise they wouldn't be able to see over a 4' fence while seated.

Sounds like you have and you are quite right. Not everyone does. Those who do make it a damn site harder to succeed in doing it right as they give the wankers too easy an excuse to dismiss the whole thing and not change their views. |

No the 5' person has 2' long legs and a 3' body. The stool is 1' , so they can just peep over. The 3' person also just peeps over when stood on the 1' stool.
The people on the plane taking off from the conveyor think there are two 4' people peeping over a fence.
