Passive-aggressive behavior is the indirect expression of hostility, such as through procrastination, stubbornness, sullen behavior, or deliberate or repeated failure to accomplish requested tasks for which one is (often explicitly) responsible

I am passive agressive, 6'3" big shoulders big hands, deep set eyes made worse by a stigmatism so I appear to be looking over your shoulder when I am looking at you...

Street chuggers never stop me, even the holy Joe's don't want to share their beliefs with me, so I can passively get on with my shopping

It's a word people who are shit at having critical discussions wheel out when they no longer have the upper hand. They then use it to carry out a boring ad-hominem attack as opposed to arguing their point or disproving the other argument.

It's second use is by similar people who have been behaving in an ignorant way and been called out for it. The person who calls them out is generally described, (ironically, usually behind their back) as passive aggressive as it has connotations of and links to sexist behaviour so the accuser gets vicarious credibility by linking themselves to a position which is very much on-trend with issue-bloggers and people who misuse the word "triggered"

it's a type of manipulation. might be because they aren't very confident or just because they are a knob but basically they don't wanna outright say/do something.

To try and irk another in a subtle non obvious agressive manner to hopefully get an aggressive response in return.

Thats my take on it in simple terms.
