I know that one, we call it "Panstwa, Miasta" in Poland which translates to "Countries, Towns". But you also add plants, items, names, animals etc  .

Are there any other paper based games that people know of and enjoy playing? "
Play BattleShots. Similar to battleships except you have shot glasses instead of boats and down the shot each time you take a hit...much more entertaining
