Who is it?
My vote goes to Goku from Dragon Ball Z of course.

Showing my age here but aren't many of the names suggested so far from a more modern genre of war games etc
Animated or cartoon characters to me are the likes of Mickey Mouse, Donald Duck, Tom & Jerry, etc. |

I don't know, I quite liked sasuke. Plus it was for most popular so I just took that as the most well known really. |

Most common recognised characters around the globe would be either
Son Goku, Bulma, Ash Ketchum, Pikachu, Naruto Uzumaki, Kakashi Hatake, Ichigo Kurosaki, L (death note), Motoko "the Major" Ghost in the Shell,
Goku would be most common among anime fans but overall would likely lose out to Pikachu as the most recognized chararater cause everyone at least knows that one Pokemon from TV and toys and all sorts of merchandise thats available in almost every shop
My vote goes to Goku cause I hate that little yellow bastard
