It's an interesting one.
Boris says it's a service charge ( for what was already there and was free for donkey's years ).
The Yanks, and many, many more, say it is a direct tax for which embassies are not liable under some official agreement.

I've heard a similar term used in Moscow to describe the non-diplomatic use of diplomatic vehicles, such as to take the Second Under Secretary's wife shopping or the Deputy Doorman's Assistant's child to MacDonalds. |
