How many buttons are acceptable to be open if wearing a shirt without a tie? Personally I just have the very top button undone.

Depends on the shirt, I have some where two would be fine & some where I'd look like Ron Jeremy with two undone..currently have a blue check lumberjack on two but with s white T underneath..

With a t underneath I think two is OK. I've noticed that it seems to be the fashion to wear polo shirts fully buttoned up at the moment. I couldn't stand that!
