Because trousers were originally two separate legs, laced together. A " trouser" was one leg. So you bought a pair of legs ; pair of trousers. The word became plural for all trousers / jeans / leggings ( in English )

In other languages, " trousers" are single ; eg French ; "un pantalon" not " les pantalons"
