Already patented the idea - Its called FabimonGo. Load the site on your phone and wink/message anyone within 1/4 of a mile.
We did it in the a city centre about 4 weeks ago - it was interesting.

i am sure they do. Even i sometimes take a cheeky peek to see who's near when i am out and about.
