Did you know, in Scotland, if you owe council tax or any other government department money, they can apply for an arrestments of funds. What this means is they send a court order to the banks, and if you have money, they take it.
Would a scheme like this work for the rest of the UK? |

It's called a Third Party Debt Order in England and Wales, formerly known as a Garnishee Order. |
